I'm going to say 1, as I think it helps promote tag team wrestling. I've shied away from tag wrestling in the past because having enough tag teams to have a competitive division when each guy takes a spot makes it pretty difficult. I like the way it's been done here, though I also think if you create a tag team that isn't together in real life but you use consistently, you should be able to appeal to have them count as one for the duration of their teaming, ala Drake and Orndorff in MLW come to mind before they broke up, or any of the inventive tag teams Fifth has made. I've made many of my own in the past and I think that should be encouraged.
Also, I'm just going to come out and say it here that I think it's about time MUW crowned World Tag Team champions now that we have male and female singles titles well established.

Call me super-selfish, but I'm running a tag fed - my roster would be radically different if each of my established teams counted for two slots. If they're established, keep it at one slot; if they're made up (Elias and Jeff Jarrett, Rusev and Nikita Koloff, etc.), they're two.
